On Friday November 24, 2017, Alexandre Guigue, a public law specialist at the Centre de Droit Public et Privé des Obligations et de la Consommation (CDPPOC), will defend his habilitation to direct research around his work "The UK Constitution and Budget" .

The defense will take place at 2:30 pm in room 20020, on the Chambéry/Jacob-Bellecombette campus.

thesis summary

In the UK, notions of budget and constitution depend on cultural and historical factors. The rules are scattered and not very hierarchical, and while constitutional rules are widely studied, those relating to the budget are not. This has not prevented the British budgetary model from being accepted and adapted by other Anglo-Saxon countries. In recent years, however, the UK budget has been increasingly subject to standards that are in the process of being formalized. The influence of European legal models, common difficulties (decentralization, austerity, control of public finances, etc.) and the planned exit from the European Union are all weighing on the evolution of these concepts, making their development uncertain.
