thesis abstract
The concepts of budgeting and constitution in the United Kingdom depend on cultural and historical factors. The rules are scattered and not very hierarchical, and while constitutional rules are studied extensively, those relating to budgeting are not. This has not prevented the British budgetary model from being adopted and adapted by other Anglo-Saxon countries. However, in recent years, the UK budget has been increasingly subject to formalization. The influence of European legal models, common challenges (decentralization, austerity, control of public finances, etc.) and the planned exit from the European Union are weighing on the evolution of these concepts and making their future uncertain.
