Specialized academics (FS)

As of January1, 2023, the Comité Social d'Administration (CSA) and the academics specialized in health, safety and working conditions (FS) replace the Comité Technique and the Comité Hygiène, Sécurité et Conditions de Travail (Health, Safety and Working Conditions Committee) (French Civil Service Transformation Act no. 2019-828 of August 6, 2029).

By decree -- n°2020-1427 -- of November 20, 2020 -- relating to administrative social committees in State administrations and public establishments, the specialized academics is competent in areas relating to health, safety and working conditions and consulted on draft texts relating to:

  • protecting the physical and mental health, hygiene and safety of employees at work
  • work organization
  • telecommuting, the challenges of disconnection and regulatory measures for the use of digital tools
  • improving working conditions

It is also consulted on major development projects likely to have an impact on health and safety conditions or working conditions, and on major projects for the introduction of new technologies where these are likely to have consequences for the health and safety of employees.

It is consulted on the implementation of measures taken to facilitate the entry, return or continued employment of people injured in the workplace and disabled workers, in particular on the adaptation of workstations.

Its missions

  • Analyze working conditions and occupational hazards
  • Intervening in the event of serious and imminent danger
  • Carry out site visits and investigations in the event of workplace accidents, occupational illnesses or serious and imminent danger.
  • Contribute to the protection of the physical and mental health and safety of all personnel
  • Proposing preventive actions, and helping to inform and educate staff academics

Its composition

  • the President of the USMB or his representative, assisted where necessary by representatives of the administration in positions of responsibility
  • Staff representatives: 10 full members and 10 alternates appointed by the trade unions represented on the CSA.

  • the prevention doctor

The occupational health and safety inspector may attend. Experts may be heard on an item on the agenda.
